7805 voltage regulator

I'm looking at a circuit used in a treadmill. There's a 7805 with the center (ground lead) that is clipped off and not connected. Why is this 7805 used this way? I recall long ago that this is configured as a current limiter, but I could be wrong.....Could someone get me up to speed on this? Thanks,...

N&V High-side switch

The high-side switch depicted in the May 2006 edition of N&V, page 27 doesn't seem to work on my Electronics Workbench simulator. There's must be a typo. What's wrong with that circuit? I need a high-side switch to activate a reset line going to a reset pin of MCU, so load is minimal. Thanks, Ke...
