Yes, this is an advertisement.
If they want to advertise on the website they should contact T&L Publications.

Oh, right.....
That's going cost them money.
Better too just SPAM the website, then pay to advertise on it.

If these companies want people to see they're products, or services they are trying to promote on this website.
Why not just make an Advertising section to this forum?
Only, limit it to Tech oriented Products and Services.

This is a Electronics Hobbyist Forum.
Thus, they get a place to put their advert, while not pissing off the regular members of the site.
