At the beginning, the laptop battery packs were over 14V and the chargers about 18V-19V. Understandable.
Now, some laptop packs are 11V, and still use the higher supply to charge them. Why ?
Why a 12V nominal automobile 'outlet' cannot directly supply/charge a 11V laptop ?

I think you probably could charge direct from a car but since that source is not regulated, it might e a bit hard on the battery or charging circuits. Not running, my car battery hovers at 11.4 (its a little old) and when running is 14.5. With the car running it might work OK but with the car off, you would need a fresh battery and it would still charge slow.
There may be another reason too. the charging circuit within the laptop may also have a minimum source voltage to work and had a voltage drop across itself.
