Make Win8.1 boot from a USB

I have a USB that is supposed to let you boot any computer direct from the USB. I can not see how one sets the Win8.1 to boot first from the USB. How do you set the boot sequence? Thanks, Rodney Oh yes, this is a Dell desktop.

The sequence for boot devices is set in BIOS.

On the 2 dells that I have(a laptop and a Desktop) it's the same.
If you want to boot from a USB drive just that 1 time, hit the F12 key repeatedly as the PC is booting up from a cold start, you will be shown a boot menu where you can select USB.
If you ALWAYS want to boot from a USB drive, hit the F2 key repeatedly to get into setup where you can select the booting order.
