Usually the encryption key is something you make up and enter into the WAP from a cable connected PC. Then put the same key in the PS3 (or other PC) you want connect wirelessly.

I have never hooked up a system to the internet but that error message may mean that you do not have DHCP enabled in your router. When a device tries to connect to the router, it has to get an IP address from somewhere. Try ensuring that DHCP is turned on in your router.
