I am thinking of using a pair of FRS radio's to transmit data/comands to/from each other. Any suggestions on what would be the best method (DTMF,etc.)? I would like to send unique address followed by some type of control/command data. Thanks.

i'm pretty sure that there is an FCC rule that designates FRS those for voice communications only.

There are channels in the 27mHz CB band that are designated for radio control & signaling. They are AM only, but you can transmit anything as long as you stay in the band. These channels are un-numbered and in between the lower 13 channels.
