Ok, how's this for off the shelf? Power Failure alarm. Most come with light and sounder. when the power goes of, so does the alarm. Instead of a constant sounder when plugged into a live circuit, how about a unit that will be off when the circuit is live, yet will switch in a battery powered oscillator (maybe in the audio realm) to the wires so that it can be picked up by a coil at the breaker box. Nothing special, just have to make up a 15" patch cord (guitar pedal) and that's it. No time for much else this year.

If you need a calculator for the LM3914, there's plenty on-line.

the led lights and the driver seem to fail not long after the warranty fails... Planned obsolescence at it's best. Stuff like this is the reason Right to Repair is a big deal. I was given a pair of RING flood light cameras the other day as well, The Flood lights had failed, I thought that the lights were integral of the camera, But looking closer, i saw that the led driver is separate from the camera..and the lights were actually removable from the fixture.. Have you thought about using the cut-able LED tape? They come in different voltages where each section can run off that voltage, or the whole strip.
