I never heard the term "punch" used for tubes before either. If it refers to the control grid, two things pop to mind. Frequency response (less likely), and gain. Small punch would block a greater percent of area between cathode and plate, electrons go through the open space (less current)...

On-line search gave a December 2004 reference to a December 2003 article about an adjustable resistive load. Is that the one?
I did not find the article itself. To be resistive I'm guessing FETs instead of humongous wire-wound pots.
