A power line filter at the inverter output is what you need. It is difficult to find any greater than 30 amps in a stock item, but you could parallel units for more current. Digikey.com has a 30 amp filter for $35.98 or a better model for $66.00. Part numbers: 364-1030-nd and 364-1045-nd.

A neon lamp cannot be dimmed like an incandescent lamp because it operates like an arc discharge. It is either arcing or not. Triacs are classified as "standard" or "sensitive gate". Some are designed to switch on with logic levels. You may have replaced a standard type with a sensitive gate type.

You cannot do anything with a steady 1 or 0. It has to change state or there is no information. The rising edge of the switch signal can start the 555 timer. If that does not do what you want, there is no solution to your problem.

An R-C could work but the pulse thru the R-C must occur a few microseconds (nano seconds?)before the clock and be high during the clock rising edge

The problem may be that the magnetic circuit is not complete. A force of 10 lb. is not difficult, how much force are you looking for?

The best way is to use a switching regulator in a boost configuration. This is somewhat complex, are you prepared to make something like that? I can supply a schematic, no guarentee that it works without tweaking..

You are right, Ron, if the PLL works there will be zero frequency error in the generator output. But, I anticipated the load problem and designed a logic frequency discriminator which will hold the frequency to +- 4Hz. It is sort of a bang-bang servo.
