qeuker- What is required is a "Solar Charge Controller"- it charges the battery when the battery needs it, and prevents overcharge.
As to getting the most out of low sun/high sun, that takes a Maximum Power Point Controller. It optimizes the panel output depending on incoming sun intensity.
